Maretta Short, president of the National Organization for Women of New Jersey, said, &#8220;Women&#8217;s privacy rights and choices are as constitutionally valid as any other citizen, regardless of reproductive status&#8221; (AP/Chicago Sun-Times, 12/26/07).   </p>

<P>Brain injuries are a serious problem in the industrialised countries, not only for their high incidence but also because they mainly affect young people. At a clinical level, the increase in the efficacy of intensive medical treatments has enabled a drop in the rates of mortality but this fact has generated, in turn, an increase in the number of persons affected by the consequences or after-effects of brain injury. Amongst the various consequences, the neuropsychological and neuropsychiatric ones pose the greatest difficulty for assessment and estimation/quantification of damage</P><br />
<P>The prevalence of neuropsychological and neuropsychiatric disorders amongst those affected by brain injury is very high, given that the incidence of brain damage from injuries received is between 200 and 300 cases for every 100,000 inhabitants.</P><br />
<P>The PhD of Maria Luisa de Francisco Maiz was read at the Faculty of Psychology of the University of the Basque Country (UPV/EHU) and provided a clinical-forensic evaluation of brain injuries and also a study on the variables that influence the length of â€œlegal time periodsâ€?.</P><br />
<P>The PhD, entitled Aportaciones a la evaluaciÃ³n clÃ­nico-forense de secuelas neuropsiquiÃ¡tricas y neuropsicolÃ³gicas de los traumatismos craneoencefÃ¡licos (Contributions to a clinical-forensic evaluation of the neuropsychological and neuropsychiatric consequences of brain injuries), was led by Professor of the Department of Personality, Evaluation and Pyschological Treatment, Enrique EcheburÃºa Odriozola, and received First Class Honours cum laude.</P><br />
<P>Maria Luisa de Francisco Maiz is a graduate in General Medicine and Surgery from the UPV/EHU and currently directs Forensic Medicine at the Basque Institute of Legal Medicine.</P><br />
<P>After-effects and legal time periods</P><br />
<P>The main aim of this PhD was to provide a clinical-forensic evaluation of brain injuries, protocolising the evaluation and putting forward guidelines for the clinical and functional assessment of their neuropsychological and neuropsychiatric consequences.</P><br />
<P>One of the objectives of this research was to find out the variables that influence the duration of â€œlegal time periodsâ€?: the time taken for curing, the period of disability and time of hospitalisation. These time periods are used by judges and courts to assess indemnities for corporal damage, and so, in part at least, they bear on the amount of indemnity. Corporal damage is calculated taking into account the consequences or after-effects of the brain injury: physical, neurological, neuropsychological and neuropsychiatric.</P><br />
<P>To this end, a wide-ranging review was undertaken of the theoretical aspects of the after-effects of brain injuries. With this information a protocol for a clinical-forensic evaluation to enable the diagnosis of these neuropsychological and neuropsychiatric consequences was drawn up and put forward. Likewise, a system was proposed for the evaluation of the psychological side effects corresponding to the international classifications of mental illnesses.</P><br />
<P>Main conclusions</P><br />
<P>The researcher pointed out that â€œin the clinical-forensic evaluation for neuropsychological and neuropsychiatric after-effects of brain injuries, the guidelines will aid the initial assessmentsâ€?.</P><br />

And it could prove useful for doctors who need to keep tabs on many patients at one time by helping the doctors to prioritize whom to treat first. </P><br />
<P>â€œWe call it quality-of-life engineering,â€? said Sumi Helal, professor of computer engineering and the project&#8217;s lead UF researcher. â€œIt&#8217;s really a change of mindset.â€? </P><br />
<P>The idea of using technology to provide medical care at a distance is nothing new. Doctors have relied on â€œtelemedicineâ€? to communicate with specialists for years. More recently, telemedicine has been expanded to include, for example, surgeons performing robotic procedures on distant patients. </P><br />
<P>But the UF-IBM advance goes a step further: It provides the technological â€œstepstonesâ€? to make it easy for any company to manufacture and sell smart networked devices &#8212; while also making them more user-friendly for consumers. </P><br />
<P>â€œUF and IBM both see the need and the opportunity to integrate the physical world of sensors and other devices directly into enterprise systems,â€? said Richard Bakalar, Chief Medical Officer for IBM. â€œDoing so in an open environment will remove market inhibitors that impede innovation in critical industries like health care and open a broader device market that&#8217;s fueled by uninterrupted networking.â€? </P><br />
<P>Helal has devoted the past several years to developing smart devices for the elderly in a model home known as the â€œGator Tech Smart Homeâ€? in Gainesville. </P></p>

<p>He and his students pioneered the â€œSmart Waveâ€? microwave oven that can automatically determine how much time to cook a frozen meal or keep track of how much salt it contains. <P>But these and other devices currently have a major shortcoming: They require â€œa team of engineersâ€? to install them, Helal said. Helal said. â€œWhen you bring it in to the house and plug it in, it automatically provides its service and finds a path to the outside world.â€? </P><br />
<P>With $60,000 in research funding from IBM, Helal designed â€œmiddleware,â€? or software and hardware that glues together different systems, that can give his and any similar health-aid devices this independence and connectivity. Importantly, the software is based on open standards, or publicly available specifications useable by anyone, such as those now being made available by consortiums of technology companies including Eclipse, W3C and OSGi. </P><br />
<P>Open standards make it easy for product developers to tap the technology in any new smart assistive devices, Helal said. That, in turn, will make the devices more common. </P><br />
<P>The hardware component of the system is an inexpensive sensor platform about half the size of a business card. Developed at UF and licensed to Pervasa, a Gainesville-based UF spinoff company headed by Helal, the â€œAtlasâ€? platform makes it easy to create a network of sensors and make their information available on a computer network. </P><br />
<P>The advance is crucial given the increasing number of elderly Americans. The number of people 85 and over is expected to rise from 4.2 million in 2000 to 6.1 million in 2010 and 9.6 million by 2030, according to federal government statistics. Meanwhile, the percentage of older Americans living alone will either remain high or continue to grow: About half of women and nearly a quarter of men aged 75 and older currently live alone. </P><br />
<P>But the UF-IBM technology may also prove useful in many other medical settings. For example, Helal said, it could help emergency rooms operate more safely. Rather than a standard waiting list, patients could be equipped with networked wireless monitors of their vital signs, allowing doctors to determine who in a waiting room needs the most immediate care. </P><br />
